Regional Transportation Planning Organizations (RTPOs) - 7 Regions

Regional Transportation Planning Organizations are state-designated entities that orchestrate rural transportation planning, covering regions outside of MPO boundaries. New Mexico has seven RTPOs:
  • Northwest (NWRTPO)
  • Northern Pueblos (NPRTPO)
  • Northeast (NERTPO)
  • Mid-Region (MRRTPO)
  • Southeast (SERTPO)
  • South Central (SCRTPO)
  • Southwest ( SWRTPO)​

There are seven Regional Transportation Planning Organizations (RTPOs) that serve and support the non-metropolitan areas of New Mexico, bringing together counties with tribal and local communities. The RTPOs are staffed by the Councils of Government (COGs) and Economic Development Districts (EDDs) that serve these regions, as depicted below. The COG and EDD offices are mapped with red pin points that link you to each COG or EDD website, and the Metropolitan Planning Organizations (MPOs) are marked with red diagonal stripes. MPOs and RTPOs each serve their own territories. They may collaborate but their jurisdictions do not overlap, though some communities may be within both an MPO and RTPO.

    ​as such, NMDOT coordinates with EPMPO for activities in this region.

Community, Business, & Rural Development

EDD’s Community, Business, & Rural Development staff (CBRD), or regional representatives, are located in the regions they serve in every corner of the state.  They assist businesses and communities in a broad variety of economic development needs:
  • Passing and using the Local Economic Development Act (LEDA) to provide local incentives for job creation
  • Community infrastructure financing assisted by FUNDIT, a collaborative group of community development funding agencies who review and vet projects in a single meeting
  • Administers the Business Retention & Expansion Program in their respective regions
  • Workforce training for eligible businesses through the Job Training Incentive Program 
  • Business development project funding in collaboration with Finance Development. Regional reps work directly with the local government and business throughout the LEDA funding process
  • Assist businesses in taking advantage of New Mexico’s tax credit incentives for job creation
  • Assist communities in responding to Potential Recruitment Opportunities (PROs) from the New Mexico Partnership
  • Resolve state regulatory or other issues that impact businesses
  • Access to other EDD programs such as MainStreet, Arts & Cultural Districts, and the Frontier & Native American Communities Initiative
